"Good day, SHL.
It has come to Head Office's attention that Buffalo Stampede center Monkey D. Luffy @TnlAstatine had played the past two seasons with a build short of what he had earned. This was the result of two mistakes in the FHM filework. The first occurred in S54. His Strength was supposed to be 17 and Fighting was supposed to be 5. Instead, they were entered as 15 and 7, respectively. The second happened in S55, when his Puck Handling and Offensive Read were each not improved from 19 to 20, as should have been done from his updates. The two errors account for a deficit of 130 TPE. The Fighting boost was disregarded as there was never an effort to improve Fighting.

There is no rule which addresses the situation at hand. Therefore, HO has elected to use our discretion to determine how to proceed. Our primary considerations in this matter are as follows:
Each player deserves to play with the build they have rightfully earned. In Luffy's case, he is one of very few in the SHL's 10-year history to attain the 2000 TPE milestone. While we cannot turn back the clock, we can restore an opportunity for TnLAstatine to reap the fruits of his work.

Part of a GM's offseason duties is to verify whether their roster is correct in the sim file. This includes verifying each player's attributes match those on their respective player pages. As such, the player and GMs are considered separate parties in this matter.

This was a particularly egregious error, and we need a safeguard to reduce the chance this happens again. We believe we should take additional measures to formalize roster confirmation as part of GM offseason duties.

Other than the new policy detailed below, we shall otherwise limit this decision to the facts of the case due to how extreme it is. We do not intend for an extreme example to serve as guidance or precedent for dealing with more commonplace errors or miscalculations. This is only meant to correct, to the best of our present ability, this magnitude of an error.

HO has decided to act as follows.

Monkey D. Luffy shall receive a one-season boost of 130 TPE for S56 to the player’s Banked TPE, effective immediately. These TPE will not count toward any historical TPE record books, nor will they be subject to his S56 regression. During the S57 offseason, Luffy shall regress 130 TPE before calculating 10% of the total applied.

Buffalo Stampede GMs @WannabeFinn and @Tomen shall be fined $4M each due to failing to verify their rosters for two offseasons as part of their offseason tasks.

File workers @golden_apricot and @Rich shall be fined $2M each due to their respective errors and the amount of TPE not applied as a result.

This ends the part of the decision we will limit to the facts of the case. We will add one step to GM offseason duties.

After regression is due, completed, and the new season's file is created, HO will create a roster confirmation thread (location TBD). GMs must post in the thread to either confirm their rosters are correct in the file, attributes and all, or point out what is incorrect, then confirm after correction there are no further discrepancies. Either a team's GM or Co-GM may complete this task for the team, though we would prefer the head GM do so. Failure to post an initial reply within three days will be considered failure to fulfill GM duties.


As always, the users named may appeal the decision to the owners.

i can respect this decision. the first and foremost in this situation was to remedy the player, and i think it was important to give Luffy a chance to hit his peak.

long-term, i think this reinforces the need for transparent, independent validation and verification around the league.
