I think we should just go with the NHL format. That's the reason Wade initially went to this system, to copy the NHL's 2015 format. But that was only wave 1 of the changes. This season is Wave 2, so we should also move to that. The lottery should be able to completely randomize the Top-3, but top pick can't drop below 4.
