It would've made a lot of sense for me with Team Germany to take 3 more guys to the IHF (a D, a C and a W), I know Canada planned something like this as well and other teams probably would've had to, if the were allowed to. I just think that it's bullshit that you can't have any extra-players at all on your roster, the limit doesn't necessarily have to be 23, but at least get it up to 21 or 22

The first point isn't a problem for me at all. Players play different roles, so it just makes sense to take let's say one defensive minded and one offensive minded guy with you who could both play on the 4th line. Nobody will take any ice-time away from a more derserving player and what defines a "deserving" player anway? A GM should have options, offensive or defensive players, Wingers at Center or natural Centers etc but right now he doesn't have that. And I think this would also benefit the players, nobody would complain about being the 22nd or 23rd player on the roster, if the alternative would be not to be nominated at all.
And about your second point. The leftover players from Team World, Russia, Sweden and probably the US as well don't matter for Team World anyway, that doesn't really change if there will be 23 instead of 20 guys on each roster. My teams 21-23 guys are average NWJHLers, those guys would never be in consideration for Team World, and I don't think it's much different with Sweden or Russia.

Let me give you an example: The players I had to cut from Team Germany because I had to trim the roster down from 23 to 20 were Danny Richter, John Hagen and Tim Viola. The only one of them even remotely useful for Team World was Viola (and he is still an inactive). The other two, Richter and Hagen, aren't nearly as good as all those players cut from Team Canada out of which Team World got to choose. They would've given my Team some options, but wouldn't have been useful for Team World in any way.
Just look at this years forwards playing for Team World:

Do you think the 13th or 14th Forward of Team Germany, Finland or Russia would be better than any of these guys? 8 out of 12 World-forwards are proven SHL-veterans and the other 4 (Slade, Pajari, McArthur, Hall) are among the best young players in the league. Team World will be just fine if we allowed let's say 2 extra players (1 F, 1 D) per team.

Because it doesn't help out the other five teams that much and would severely hurt Team World.

This "severely hurting Team World"-thing is nothing but a myth. Especially with the level of play in the whole league slowly getting better thanks to the influx of new members, and improved depth, Team World is improving over time anyway, while Teams like Germany can just hope for lots of recruits from their country.
