One proposal I have for the hometown would be to make only 3 players on a team eligibile for the hometown discount and obviously only the 3 players who are in the organization the longest are eligible for it. And maybe only make it a flat discount of 1 million or so?

I don't like Tomen's contract either but adjusting $ for tpe every season sounds like too much, just puts everything on rails with no surprises, no variety.

A cap on contract length would be good, might not be the only thing that needs to be done, but all of this is too much I think.

Just a note on the numbers. I went through and ran what every team would be at if they paid their players the minimum contract based on TPE tier. These results are:

BUF 39.5
CGY 73.5
EDM 49.5
HAM 37.5
LAP 52.5
MAN 43.5
MIN 35
NEW 65.5
POR 22
SEA 60.5
TEX 62
TOR 52
WKP 62.5
WPG 56.5

If we have a salary cap of 70 mil (it's been bandied about to fold the management money into the Cap, and just have a flat Cap of 70 mil), then CGY would be the only team over, when adjusting for TPE. If the point of the salary cap is to provide some semblance of preventing super teams and providing parity to the league, it's not currently doing that.

Most teams are currently looking at 15 mil of additional money (if not way more) with which to negotiate. If players want more money, they could go to another team that's got room. It could be a much better incentive than the "If a player wants more playing time they can go to a team that will give them more".

But see, that's if everyone pays minimum. That's a terrible idea, because where's the fun in negotiating contracts if everyone gets minimum

Right now, MIN would have 30-35 mil in cap space if they signed all of their current players to the minimum. They could negotiate quite a bit with their current players. Or, I could pull a big splashy FA deal, and leave WKP and sign with them for 20 mil for one season.

MIN also runs like 10 players. Running a fulll 18 + goalie would be near impossible even with everyone signed to minimum under this proposal.

Wait, how does signing a player to a hometown discount reward THEM?

It rewards the GMs and the team as a whole specifically. Not any individual.

As far as the salary cap, isn't the point supposed to be that we have teams that are right up against the cap, if not above it by instituting a new system? You can't keep all your players all the time. That's the point of the cap in the first place.

A team doesn't (and shouldn't) have a full team of actives with the current player base, either.

It rewards them by giving the team cap (∴) gives them an extra player sometimes (∴) Team doesn't suck

Individual teams, not the league.

The point of the cap is to reduce the disparity between the haves and have-nots. When we don't have enough active players for each team to field a full roster full, then there should be things in place to limit the propensity of such an occurrence from happening.

Is the point of the salary cap JUST so we don't sign all our players to crazy deals, or is there an agreement it is there to help with parity as well?
