The St. Louis Scarecrows Scarecrows are happy to announce that because Vancouver ran out of money, they're signing center Lizzy Jukka to a $2 million contract, plus $1.5 million from the managerial budget, to join the Scarecrows and finish the regular season with us, and then experience the playoffs before she gets drafted into the SMJHL next season.

I've always been under the rule that the "managerial budget is there for teams to do whatever they want with it". So logically, if you wanted to throw all $3 million at someone, you could.

I can't find any explanation in the rulebook regarding how the managerial budget works, but I'm certain it isn't for teams to do "whatever" with. In this case though I agree that including more than $1m from the managerial budget in a contract is acceptable.
