For the first rule change, is 2(b) stacking on top of 2(a)? I.e. a team that is full of actives, they receive a $5M bonus; and if all DFAs get signed, would they get an additional $5M (for a cumulative $10M bonus)?

Correct. We wanted to be able to reward everyone, even if DFAs didn't sign because they were being competitively bid for, and teams who had more actives. Promoting active users, getting pay for those rookies, all things we like seeing in the J, and I know when we first eliminated the salary cap, being able to offer bonuses was a big point GMs wanted to keep, so we're excited to give them more opportunities for it.
