I know Seattle is a little higher in TPE than other teams but this seems pretty fair to everyone.
Yep. This is pretty realisitic. If I'm a GM of an expansion draft team, I'm thrilled to be getting any of those leftovers. Hell, when I first came to Manhattan if someone had said, hey you get your player and 4 free players of 400-600 TPE, I would have danced for joy. And that's just one roster.
Not to mention, expansion is going to be what like 2 new franchises to start? They realisitcally only need 16-18 skaters themselves. That's 36 players from 12 current SHL franchises on the high end. Plus they'll still own picks in the regular Entry draft. (Likely lottery selections, no?)
Ideally, each SHL team loses one or two middling assets. And then we give expansion teams supplemental picks at the end of the first round (or something to this effect) in addition to their lottery picks and all of a sudden they have enough to field teams and enough specs that they can be at the very least competitive within 3 seasons.
Let's not get too caught up with the expansion draft details by the way, it seems like we have been talking about this for seasons now but none of the people who are preventing it so far have really come out of hiding and presented their side of the argument.

Back to the topic at hand, I have most everything planned and can implement it with minimal impact to this off-season. We should expand, the plans are set and it can be done correctly and efficiently. Just waiting on approval. But it is in no way too late to do so. Most of the steps can actually be done simultaneously such as having GM applications open while fielding location ideas. And the logo can be done during the playoffs and off-season. The plans are ready and have been ready. Its been talked to death again and again. Time to actually do it.
FWIW, the only reason previous expansions matter, is to learn from them. I have no interest in creating two new bottom feeders. Expansion should happen, but there is a fair way to do it which creates a competitive franchise without destroying any of the current teams.

What about a choice. Like you can either do 13 + rookies or 15 and rookies go unprotected. For a team like New England or WKP they may want to go the first route while a team like SEA or MAN or MIN may want to get the latter.

If you truy have everything planned out as you said, it makes most sense to have expansion set for this off-season, so at least the new teams can gain talent in this draft, and have an easier times becoming decent. There is no given that the S26 draft will be anywhere near as good as S25.

So basically you are saying you want the shl to be like youth soccer where every team wins!
Other than the suggestions made by myself and winter, anything else will hurt top end franchises and that shouldn't happen to cater to EXPANSION teams.
