You're really having trouble comprehending this aren't you... Nobody is forced to play in the SMJHL nor should they be.

Either A: You create a player get drafted and sign a contract
B: Create a player, get drafted and refuse to sign a contract
C: Don't create a player until after the draft and don't sign anywhere.

Seems this crop is choosing C which is fine by me. Can't say I blame them at all
