One team players can get different discounts
Regressing players can get different discounts
Played 5+ seasons with one team get different discounts

Let's add the extra tier, then merge the managerial budget with the regular salary and proceed to lower the salary cap by 2m each season over the next 5 season. Increase the prices of equipment and/or add more things to buy.
This won't kill the league and its easy to implement. Nobody wants this forced parity where evergame is a coin flip. STHS is random enough as is.

The proposed changes are a great start. That said, you're going to need to make sure either the salary cap or the tiers are calculated against how much TPE is actually in the league. Otherwise, if the amount of TPE in the league grows significantly, it might be hard to tetris in all the players to teams.

OK so I added 2 new rows called Cap Relief and Total Spending - Cap Relief. my goal was for every team to obviously hit the roster requirement of 20 skaters and to have 9 active forwards,6 active defenders and 1 active goalie furthermore I wanted every team below the Cap of 70M and possibly under 65M because I thought 5M in Cap space gives you a little bit more room. This is without the proposal of having hometown discounts for players in regression. In brackets is the S33 Cap hit without this so called "Cap Relief". I didn't bother to calculate a cap relief for teams under 65M. Just click on the S33 cell for Cap relief to see which players I chose to not resign if there is an absolute number in there it means you would have to sign 500k inactive players to fulfill the roster requirement.
