re: any TPE changes

If there isn't already, there should be modelling done to figure out exactly how much TPE is claimable each season. Not for the sake of any argument in particular, but in the name of getting specific numbers to enable HO and PT staff to make better decisions around balancing availability.

I would favour factoring in experience and leadership, but instead of putting them in the TPE system, tying them to the sim or other stuff. Experience should just be directly tied to the number of games the character has played, i.e. actual experience. Similarly, leadership should be tied to actual demonstrated leadership, i.e. being a captain or a co-captain should add a decent amount over time, and perhaps a smaller amount for reaching seasonal performance milestones (i.e. leading by example). Gain in both categories should be scaled like TPE, though, because they plainly do have some impact in the sim.
