Lacking attention to the deadlines has long been an issue plaguing SHL & other sim leagues. Remember when Hamilton forgot to sign their draftees?. Or in the PBE every season there are teams missing some regressions, or not making a decision on draftees. Ultimately sim leagues are a hobby so some people don't take the deadlines so seriously, but there's a lot of people involved and a lot of work that gets done to run this big operation and skipping deadlines makes it harder on everyone. Like you said these are 30-45 minute tasks and it's basically a checklist. As a GM even before the offseason starts you have a pretty good idea of who needs a contract, what your roster changes are, and who needs regression. Beyond that it's just posting it all along a checklist and making sure everything matches.

Respectfully the Hamilton thing is probably a good example of how damaging the bureaucracy of the SHL is to users and just general league fun. It's a hobby at the end of the day not a job with deadlines all the time. Draftees were signed and like just not posted, they were going to be posted but my phone died awhile I was hunting.

Like generally I think that rule is one of the worst rules to be made for a very specific reason that doesn't happen often. Also think this is just a silly punishment for the rule. Sizz is a big part of Tampa Bay, losing a 1500 tpe forward and a 2nd round pick is such a steep punishment and it's a for fun league at end of the day. Especially when you have a contract agreed to in dms or Minny had their player on their budget. Like at the end of the day we are human and we make mistakes and as long as their was malicious intent these punishments should be appealed and waived completely.
