Its not impossible to loophole but it's more difficult and still a step in the right direction to get back to having GMs actually promote jobs in their organization.
It's actually really easy to loophole. Instead of paying Bure 3M management as part of his contract, I instead pay him 3M to scout for me.

Which is what it's supposed to be. Paying team members to complete a task for the good of the franchise. Creating a job within the organization. That's not a loophole that's complying with the intent of the budget allocation.

Lowering cap is fine but in conjunction you should allow teams to pay inactives their minimum tier contract instead of forcing them to maintain the same contract for eternity
I like it and I also think reducing the cap a bit is a good idea
In return, how about we raise the send-down cap a bit so that team with lots of draftees don't get screwed by this?
I would also like to get rid of hometown discounts and add some new salary tiers, but in combination with a cap reduction this would probably be overkill.
