Sure why not try an appeals committee.

on a practical level knowing the amount of Apps we get for high level jobs in the league.  The idea of filling out a 7 person committee where the whole job is dealing with messes like this seems optimistic long term.

I am on the appeals team in PBE and we have had quite a few applications both setting it up originally and also just now having to replace a member. I don't think you would have any problems finding 7 people wanting to help the league like this. 

I don't agree with a general league vote for this and would rather HO hire the head and that head hire his team from the left over applications. I think an owner being on the team is also a good move though. Just cause we all think they purposely fucked this to save their team doesn't mean they should be cut out completely. Maybe even 2 of them on a 7 person team.

Its a great idea but what's the point when a group of IAs can step in and bend the rules to their liking at any point?
