TBB Illegal Roster Punishment

Greetings SHL,

It has come to the attention of SHL Head Office that during games streamed on 04/21/205, the Tampa Bay Barracuda played with lines that included a player not under contract with the team. 


Code:
Section II, Subsection B, Rule 6.b

Players must have a contract in order to be eligible for play. If a player is found to have played for a team in regular season games without a contract, the GMs of that team will be fined half of their GM pay for that season, and will forfeit their next available 2nd round pick.


Tampa Bay did in fact provide evidence of having offered the player a contract, but the contract was not posted prior to the signing freeze and was never moved to the free agent section of the portal as stated in Section II, Subsection E, Rule 3.a.c:

iii. UFAs and unqualified RFAs who have not had contracts posted prior to the signing freeze must be moved to the free agent section of the portal.

iv.Failure to move free agents in the portal will result in the following punishment(s):

If a free agent is not moved before the beginning of the freeze but is moved within 24 hours following the beginning of the freeze, the offending GMs will forfeit half of their GM pay.

If a free agent is not moved more than 24 hours following the beginning of the freeze, the team that failed to move the player will not be able to sign (or roster through other means, including trades) that player for one full season.

v. Free Agents and GMs will be unable to agree to contracts for the first 72 hours of the signing freeze, including contracts discussed via direct message or elsewhere that would otherwise be subject to Section I, Subsection K, Rule 1. (the Jack Crasher rule).


GM’s have been warned in multiple places that the 72 hour crasher moratorium would void any contracts agreed to that were not posted at the time of the freeze. The player in question’s contract was not posted before the freeze and was never moved to free agency.

HO has voted to issue the following punishment:

Tampa Bay’s GM’s @hockeyiscool and @EmoLeBron will be fined half of their GM salary in S82.

Tampa Bay will forfeit their S84 2nd round pick.

The player Max Carnage (@Sizz) will be immediately released to free agency and is no longer allowed to be signed by Tampa Bay for the S82 season.

As always, the Tampa Bay GMs have 48 hours to send an appeal request to any head of the appeals committee, currently consisting of @DrunkenTeddy and @Leafs4ever.

Hey just so you know it was actually Waters who originally suggested I lock threads to keep stuff from getting out of hand. I thought it was good advice and appreciated his input!

Considering they won a game 18-3, that day should probably be resimmed. Especially because it was at my detriment, I'm selfish like that

I just want to state that I find it extremely odd to punish the users affected in this situation by forcing them out of their teams when there was nothing that can be done by them to rectify the situation.

Just popping in to also say that as a long time hater of the Jack Crasher rule, I also think it's also rather ironic and against the spirit of the Jack Crasher rule. The whole point of the Jack Crasher rule is that players are obligated to play for the team they verbally (or textually) agree to play for. And yet, now that a player has agreed to play for a team without any ill-intent, they're being punished beyond their control and can no longer play with said team. I can understand the clerical position of how this affects people and how they do their jobs. A fine for that is more than reasonable. But, to act like this was a maliciously done move and to punish the player for it strikes me as against the spirit and intent of the rule.

The fact that 4 teams got simultaneously punished as well tells me maybe the rule needs a tweak, or at least the punishment as you mention

Minnesota should have the other 3's picks IMO. #CrownsUp
