honestly though that is absolutely something we've acknowledged that we need to be better about. In this case, at the time of the announcement of this rule, we didn't even see it as a new rule, but a clarification of one we had already announced. We're absolutely going to get that official wording worked out and added to the rulebook asap, though, since it seems to not have actually clarified anything.

To be fully transparent, the rulebook document is owned by a shared HO account with tight security on it, and we often fall behind in getting new HO members logged into that when we onboard them, so we've gone through some stretches of time recently where there were only a couple of people in HO who could update the rulebook. That's entirely on us (and particularly on me since I've always been one of the people with access to that). I am personally committing to getting everything we announce as an addition to the rulebook added to the actual document within 48 hours. We've discussed that with Teddy throughout this process and we are absolutely in agreement that we need to be better about that and will commit to doing so going forward.
