I think a lot of people rely on the Welfare too easily. Like I said above though I think a lot of people don't get explained the entire system well (much like when I came here first and went inactive because of it).
I should mention when you say Regression, do you mean percentage of carryover? Because I didn't even tackle the regression aspect of the VHL.

For the first part I mean the brand new VHLM player gets to do the survey for their entire 1st year vs having it deadlined sometime on their first year so they lose a chance to earn that TPE.

My understanding is that you can do it at any time after its sent to you, pretty sure there's no deadline, first year or otherwise.

Cut out the word VHLM and you have it. "Brand New Player" could be different from "Brand New VHLM player" in wording, that's why I was confused.
They can do the Survey once in their first players career I think. Not capped after one season as in it doesn't expire. It's more of a member thing and not a tied to a player thing.
